Video Captioning
The information on this page will provide guidance on the captions available on the Assembly’s live streams and archived recordings.
Captions on recorded videos
Recordings of Assembly committee meetings are uploaded to our Youtube channel. The captions provided are auto-generated and can be toggled on and off within the video player controls. Please note that, as the captions are auto-generated, they will contain inaccuracies.
Where appropriate we try to provide links to Official Report transcripts of Plenary and committee evidence sessions. However not every evidence session is recorded by the Official Report so not all will be transcribed. You can view which evidence sessions will be transcribed in the Assembly’s Business Diary. Click on a meeting, then click on ‘Agenda’ – the ‘Hansard’ column shows whether an evidence session will be transcribed by Hansard (the Office of the Official Report):

Live captions
Unfortunately we do not offer the option of live/real-time captions on our live streams.
However, as well as streaming all Plenary sessions and committee meetings on this TV site, we also broadcast all Plenary sessions and select committee meetings on the Assembly Youtube channel. The Assembly Youtube channel offers the option of live auto-generated captions.
You can also adjust your device or browser accessibility settings to permit you to see auto-generated captions on any videos you view in that environment or browser.
Please follow the steps below to access live caption facility for your particular device.
Note: while these are ‘Live caption’ settings, it also includes recorded videos – it doesn’t necessarily have to be ‘live’ content.
Windows 11 operating system
Please note that live captioning is only available in Windows 11 version 22H2 or higher.
- Open the Settings app (type ‘Settings’ into the system search bar)
- Click Accessibility (you will see it listed on the left)
- In the ‘Hearing’ section click on Captions
- Toggle Live captions on (the first time you do it, you will be prompted to complete the set up for live captions – this will involve downloading language files)
A bar at the top of your page will now display live captions for any video that is playing. Toggle off again in settings to turn live captions off.

Google Chrome
- Open the Google Chrome web browser
- Click ⋮ (top right)
- Click Settings from the dropdown list
- Click Accessibility from the left hand menu
- Toggle on Live Caption
Captions will now appear in your browser on any tab in which you are playing a video.

Android
- Open Settings
- Tap Accessibility or search for ‘accessibility’
- Tap Hearing or Hearing Enhancements
- Tap Live Caption or Caption preferences
- Turn on Live Caption or Show captions
These steps may be different depending on your android version. Learn more about live captions on android.
iOS (version 16+)
Note: First you will need to change your language setting to English (US) for live captions to work. To do this, follow these steps:
- Open Settings app
- Tap General
- Tap Language & Region
- Tap Add Language
- Tap English (US)
- Tap Use English (US)
To enable live captions:
- Open Settings
- Tap Accessibility
- Tap Live Captions (Beta)
- Turn on Live Captions
macOS (version 13+)
Note: First you will need to change your language setting to English (US) for live captions to work. To do this, follow these steps:
- Open System Settings app
- Click General
- Click Language & Region
- Under Preferred Languages, click + sign
- Select English (US)
- Click Add
- Click Use English (US)
- Click Restart Now
To enable live captions:
- Open System Settings app
- Click Accessibility
- Click Live Captions (Beta)
- Turn on Live Captions
